Meet the Executive Officer
David E. Brown, a business graduate
and native of Sacramento, has over 30 years of state government experience.
His background includes a number of assignments with other Department
of Consumer Affairs Board licensing programs, in program assignments
with state departments and in the development of a personnel office
in a new control agency.
During his tenure as the Executive Officer, the Board has been aggressively pursuing program enhancements as follows:
- Increased school oversight through standardization of school critiques and performance audits;
- Increased disciplinary actions through use of technical licensee consultants and the updating of complaint processing guidelines;
- Upgraded examinations by completing a mandated Occupational Analysis, multiple item writing sessions and the increased validation of the performance examination;
- Developed working relationships with reporting associations, schools of court reporting and the state legislature, providing Board positions on Legislatively reduced barriers to test entry by eliminating a school residency requirement, an application deadline date for testing, a five year deadline for experience/education for testing and provided for early licensure through granting temporary licenses to successful test applicants;
- Through regulations, established a Professional Standards of Conduct that defines ethical behavior requirements of court reporters;
- Currently working on regulations to codify fees charged for examinations and licensure, computer-based testing for the written components of the CSR exam, mandatory continuing education legislation for reporters;
